As you know, the State Health Council in the session held on March 11, 2021, approved the specific strategy for Easter and Easter weeks in tourist destinations, establishing health measures of extraordinary application in said period, by type of activity and business and services business.

These measures, which I allow myself to attach, were presented at the meeting that, in the presence of the Governor of the State, Lic. Claudia Pavlovich Arellano, was held on March 12 with various state and municipal authorities and representatives of business and government organizations. civil society, to which this Commission was summoned to its worthy position, and with full respect for the autonomy of the H. Town Councils, its implementation was agreed under the coordination of the municipal authorities and with the participation of the security and competent bodies of the three levels of government.

However, during the last days the epidemiological risk indicators show a substantial and consistent growth of the positivity index, which increased from 17.8% to 29.2%, and a sustained rebound in the incidence of infections is also observed during that period.

Therefore, to reinforce the strategy by intensifying the health contingency measures and prevent the bonus earned with the collective effort from being wasted with sprouts or a "third wave" derived from the social interactions of Holy and Easter weeks, it was decided to add the following measures:

  The presentation of COVID-19 PCR or negative antigen laboratory tests to allow access to tourist destinations.

  The presentation of proof of address and / or reservation in Hotels and Lodging Centers, to allow access to tourist destinations.

In this regard, in order to facilitate the implementation of this strategy and assist the H. Town Councils, I would appreciate your valuable support in communicating these measures in a timely manner to the Convention and Visitors' Offices (OCV), Hotels and Lodging Centers and all those providers and associations related to tourism, which the Commission in its charge deems appropriate. It is about avoiding unexpected inconveniences or inconveniences for visitors to Sonoran tourist destinations.

THE SECRETARY OF PUBLIC HEALTH

 

 

1. Public beaches

• Surveillance must be coordinated by municipal authorities with the participation of security corporations and competent bodies of the three levels of government.

• Hours: from 06:00 to 20:00 open to the public

• Limit to 50% the historical capacity registered on beaches

• The following will not be allowed:

x Stores and bars selling beer x Musical groups and mobile and fixed electronic music systems, including those for private vehicles x Parties and social gatherings on beaches and tourist centers.

x Sporting events and amenities that gather more than 10 people.

x Tents, overnight stays and all kinds of night activities after 8 pm.

• Fixed and semi-fixed positions must respect the established service hours and modalities, and implement all health security protocols.

• Mandatory use of face masks, healthy distance of at least one and a half meters, use of antibacterial gel and frequent hand washing for the entire population, among other health measures for personal protection.

 

2. Boardwalks, public squares and traditional meeting points, such as kiosks, parks, roundabouts and all public roads.

 The surveillance must be coordinated by the municipal authorities with the participation of the security corporations and competent instances of the three levels of government. Hours: from 06:00 to 20:00 open to the public

 Limit registered historical capacity to 50%

 The installation of outlets and bars for the sale of beer will not be allowed

 Mobile and fixed musical groups and electronic music systems, including those in private vehicles, will not be allowed.

Fixed and semi-fixed positions for all business lines must respect the established service hours and modalities, and implement all health security protocols.

 

3. Sports and tourist fishing boats

  The surveillance will be in charge of the Captaincy of Ports and Secretariat of the Navy, in coordination with municipal authorities.

 Hours: from 06:00 to 20:00 hours, or the one determined by the Harbor Master's Office.

 Sport Fishing vessels may operate at 60% of their maximum capacity, including crew.

 Tourist boats may operate at 60% of their maximum capacity, including crew.

 The sale of alcohol, live music and dancing should not be allowed on all types of boats.

 Respect health safety protocols such as mandatory use of face masks, temperature measurement, signs, healthy distance of at least one and a half meters, use of antibacterial gel, frequent hand washing, placement of antibacterial gel dispensers, among others, as well as the protocols issued by the Harbor Master's Office for all types of vessels.

 

4. Hotels, Motels and Lodging Centers

 Surveillance is the responsibility of COESPRISSON in coordination with the municipal authorities.

  Hotels and Motels will be able to operate at 60% of their maximum capacity. Condominiums, Villas and the like, may operate at 60% of their maximum capacity.

 Hotel restaurants and lodging facilities from 06:00 to 22:00 and room service without limit of hours. From 06:00 to 22:00, bars of hotel and lodging facilities.

 Bars and restaurants in hotel facilities with a maximum capacity of 50%

 From 6:00 a.m. to 8:00 p.m. pool services and all the amenities in hotel and lodging facilities, which will be able to operate at 60% of their capacity.

 Party and meeting rooms of hotel and lodging facilities at 50% of their capacity, without a dance floor and live groups, from 06:00 to 22:00. In outdoor venues they will be able to operate at 60% of their maximum capacity without a dance floor and live groups, from 06:00 to 22:00.

5. Restaurant-Bar, Restaurant and similar businesses with consumption and sale of food

 Surveillance is the responsibility of COESPRISSON in coordination with the municipal authorities.

 Hours: from 06:00 to 22:00, take-out or home delivery until 24:00.

 Operate at 50% of its maximum capacity indoors.

 Operate at 60% of its maximum capacity in open-air places Attention only to seated clients and admission only with face masks.

 Operate without live music or dance floor.

  Strengthen current health safety protocols such as healthy distance between tables, temperature measurement, signage, antibacterial gel dispensers, among others.

 

6. Clubs and Nightclubs

• Surveillance is the responsibility of COESPRISSON.

• Suspended.

 

7. Party and meeting rooms

 Surveillance is the responsibility of COESPRISSON in coordination with the municipal authorities.

 Hours from 06:00 a.m. to 10:00 p.m.

 In closed places they will be able to operate at 50% of their capacity, without a dance floor and live groups.

 In outdoor locations, they will be able to operate at 60% of their maximum capacity, without a dance floor and live music.

  Mandatory use of face masks, temperature measurement, signs, healthy distance of at least one and a half meters, use of antibacterial gel, frequent hand washing, placement of antibacterial gel dispensers, among other sanitary protection measures.

 

8. Private homes.

• The surveillance will be in charge of the municipal authorities.

• Suspension of permits for parties, hiring of live music and digital sound systems.

• Avoid crowds of more than 10 people and preferably those of the same family nucleus.

 

9. Shopping centers and plazas, convenience stores and the like

• The surveillance will be in charge of COESPRISSON in coordination with the municipal authorities.

• Hours from 06:00 to 22:00.

• Capacity 75% of its maximum capacity.

• Compliance with current health security protocols dictated by health authorities such as: temperature measurement, mandatory and permanent use of face masks, use of staff gloves, safe distance signaling, installation of antibacterial gel dispensers, periodic sanitization, operation with open windows and doors, among others.

 

10. Shops and services in general, other than those mentioned above.

• The surveillance will be in charge of COESPRISSON in coordination with the municipal authorities.

• Hours from 06:00 to 22:00.

• Capacity 75% of its maximum capacity.

• Pharmacies and medical services open without time limits.

• Compliance with current health security protocols dictated by health authorities such as: temperature measurement, mandatory and permanent use of face masks, use of staff gloves, safe distance signaling, installation of antibacterial gel dispensers, periodic sanitization, operation with open windows and doors, among others.

 

11 Centers of Worship and Religious Ceremonies

• The surveillance will be in charge of COESPRISSON in coordination with the municipal authorities. Hours 06:00 to 22:00.

• Capacity: 50% in closed spaces and 60% in open spaces.

• Compliance with current health security protocols dictated by health authorities such as: temperature measurement, mandatory and permanent use of face masks, safe distance signaling, installation of antibacterial gel dispensers, periodic sanitization, operation with open windows and doors, among others. others.

 

12. Measures applicable to the entire population in tourist destinations

 Mandatory and permanent use of face masks.

 Healthy distance of at least five feet.

  Frequent hand washing and antibacterial gel.

 Respect for maximum occupancy in passenger and transport vehicles.

 You are encouraged to continue the Stay at Home strategy, to the extent possible.

 

13. Vehicular control filters at the entrances to tourist destinations, beaches, spas, rivers, lagoons, dams and traditional centers of coexistence.

14. Anticipa mobile modules to search for contagions
